Більшість знайомих мені великих виробники мілітек у кримінальних справах як у шовках. Замість того, щоб качати об’єми – директори ходять на допити. Замість того щоб винаходити — ебуться з дасу, дбрами, набу, сбу і т.д. Майже кожен, хто уклав контракт з державою, автоматом стає мішенню і встромляє в лайно. А як держава збирається вистояти, не маючи сильних постачальників та партнерів в особі промисловості та ринку? Це неможливо!
- Відкриваєш фейсбук — провідний виробник ракет скаржиться, що їх зупинив Державна аудиторська служба України;
- Відкриваєш ще раз — НАБУіни винесли компанію, яка виробляє тепловізори;
- Відкриваєш ще раз – усім постачальникам МО отриманий прибуток порахували як шкоду державі. і т д.
Читаю в п’ятницю Форбс — мілтек акселератор D3 інвестує в українські мілтек стартапи. Але не в українські юр особи. І це при тому, що D3 напевно найпозитивніший інвестор по відношенню до України (після Horizon) якого я зустрічав. Це оцінка юрисдикції України. Ви цього хотіли?
Окремою перешкодою для обороноздатності України є «кейс Пивоварського»
Міністр, який ухвалив відмінне ринкове рішення, потрапляє під слідство. Тепер будь-який чиновник, який приймає рішення на користь бізнесу, приміряє на себе сорочку Пивоварського. Хочеш залучити інвестора, дати йому знижку на податки (маючи на це право) — завдаєш шкоди державі. Хочеш допустити більше РЕБів до експлуатації — але не можна, адже завдаси шкоди державі. Хочеш купити більше дронів за спотовою ціною — але не можна, завдаси шкоди державі. і т.д.
Як результат набагато простіше не ухвалити рішення і нічого не поставити, ніж ухвалити та отримати кримінальну справу в найближчому майбутньому. Отак хитро комунізм переміг в Україні. Адже держава сама могла збудувати порт. І ракету сама зробить. І дрони сама зробить. І джинси пошиє. І йогурт виготовить. Ось тільки куштували вже. І у результаті Силіконова долина перемогла Зеленоград. Історія дала оцінку ефективності кожної моделі.
І що робити? Є два варіанти:
а) нічого не робити і отримати військову поразку. і тоді співробітники дасу, набу, дбр, сбу і т д трохи пізніше будуть доблесно служити в Росії.
б) запровадити мараторій перевірки до кінця війни у милтеці, зняти всі обмеження (граничні націнки, складні постановки на озброєння, будь-які бар’єри при імпорті) і розганяти виробників і ринок. Буде найкраща якість та найкраща ціна.
Також думаю варто прирівнювати гальмування оборонного виробництва до державної зради. Прийшов з обшуком в «милий тек» — отримав державну зраду. Зупинив рахунки імпортеру — отримав державну зраду. Зупинив партію дронів на митниці — державна зрада. і т д. І звичайно ж обов’язкові зустрічі мілітек виробників зі Ставкою та миттєве рішення будь-яких блокерів у їх розвитку. Це фокусна промисловість сьогодні для України.
